公告 一、询价说明 · (一 ） 、服务询价须知资料表

鉴于中国港湾萨摩亚阿皮亚港升级项目施工需要，需进行Vailele石料堆放区场地租赁服务，现邀请Ministry Of Natural Resources And Environment(自然资源与环境部)报价。

In view of the construction needs of the Apia Port Upgrade Project in China Harbor Samoa, which requires the rental service of the site of the Velélé Stone Stacking Area, Ministri Bennatulal Ressols Andernvi Longgate (Ministry of Natural Resources and Environment) is hereby invited to quote.

一、服务范围及内容 Scope and content of services

报价单位根据询价单位的需求， 提供 4英亩（ 16187.42 平方米）场地作为询价单位临时储存石料场所。

According to the needs of the inquiry unit, the quotation unit provides 4 acres （ 16187.42 m2） of land as a temporary stone storage site for the inquiry unit.

若因询价单位施工需要，须对服务范围及内容给予适当的增加或减少时，报价单位应积极地予以接受，并全面、实际地履行，报价单位不得据此向询价单位提出任何索赔或权利主张。

If due to the construction needs of the inquiry unit, the scope and content of the service should be appropriately increased or decreased, the quotation unit should actively accept it, and fully and actually perform it, and the quotation unit shall not make any claim or claim to the inquiring unit accordingly.

二、双方权利与义务 Rights and Obligations of the Parties

询价单位负责的相关工作： The inquiry unit is responsible for the relevant work

1、办理行政和许可注册；Handle administrative and licensing registration；

2、 负责支付勘测费用； Responsible for paying for the survey；

3、 使用场地用于混凝土块的存储，严格禁止擅自占地或建造任何其他临时建筑； The use of the site for the storage of concrete blocks, it is strictly forbidden to occupy land or build any other temporary structures

4、 出于安全考虑，需要修建临时围栏，可以是链条围栏或波纹铁栅栏； For safety reasons, temporary fences, which can be chain fences or corrugated iron fences, are required

5、 负责该场地的卫生，以确保该地区的清洁和良好维护； Responsible for the sanitation of the site to ensure the cleanliness and good maintenance of the area

6、 当许可期限届满时，应搬走所有个人财产和使用土地时不在该区域的任何其他物品； When the term of the permit expires, all personal property and any other items that are not in the area at the time of the use of the land shall be removed

7、 按时支付租赁费用； Pay your rental on time

报价单位负责的相关工作： The quotation unit is responsible for the relevant work

1、负责勘测分配4英亩土地；The Ministry will be responsible for surveying 4 acres assigned to the company.

2、协助办理行政和许可证注册；Assist with administrative and license registration

三、工期 Duration 计划服务期约为24 个月，服务开始日期为 202 4年7月21日 ，服务结束日期为 202 6年7月20日，具体根据实际情况确定。The planned service period is approximately 24 months, with the service start date of July 21, 2024 and the service end date of July 20, 2026, which is determined according to the actual situation. 四、付款 payment

1、预付款：无预付款。

No prepayment.

2、进度款：月租金在次月全额进行支付。

Monthly rent is payable in full the following month.

3、进度款按月支付。

The progress payment is paid monthly.

4、报价单位在完成每月的相应服务后提供有效的形式发票（包括服务内容、费用明细及银行收款信息等）及有关支持资料，经询价单位审核无误并扣除相关应扣费用后，在5个工作日内将每月相应的服务费用支付给报价单位。

The quotation unit provides a valid pro forma invoice (including service content, fee details and bank collection information, etc.) and relevant support materials after completing the corresponding service of each month, and after the inquiry unit reviews and deducts the relevant deductible fees, the corresponding monthly procurement and service fees are paid to the quotation unit within 5 working days.

五、 结算方式

1、结算报告由报价单位提交，报询价单位项目部审核，最终结算金额以询价单位审核批复为准。

The settlement report shall be submitted by the quotation unit and reviewed by the project department of the inquiry unit, and the final settlement amount shall be subject to the approval of the inquiry unit.

六、 违约责任

报价单位违约责任：

（ 1）报价单位逾期交付场地，应向询价方支付租金总额的 2 %违约金，违约金将从月租金中直接扣除，无需得到报价单位认可，不足部分询价单位可另行主张。

(1) If the quotation unit delivers the site late, it shall pay a liquidated damages of 2% of the total amount of rent to the inquiring party, and the liquidated damages will be deducted directly from the 10% performance bond, without the approval of the quotation unit, and the insufficient part of the inquiring unit can be claimed separately.

（2）报价单位未经询价单位许可，在租赁期间，自行出租询价单位施工场地，按本合同租金总额的 5 %承担违约责任，违约金将从月租金中直接扣除，无需得到报价单位认可，不足部分询价单位可另行主张。

(2) The quotation unit shall lease the construction site of the inquiry unit without the permission of the inquiring unit during the lease period, and shall bear the liability for breach of contract according to 5% of the total rent of this contract, and the liquidated damages will be directly deducted from the 10% performance bond, without the approval of the quotation unit, and the insufficient part of the inquiry unit can be claimed separately.

2、询价违约责任：

（ 1）未按期交付租金，应向报价方支付租金总额的 2 %违约金。

(1) Failure to pay the rent on time shall be subject to a liquidated damages of 2% of the total amount of the rent to the quoter.

七 争议解决

本合同项下发生的争议，由双方当事人协商；若协商不成时，双方同意向当地法院提起诉讼。

Disputes arising under this Contract shall be negotiated by the parties and, if this is not possible, the parties agree to bring an action before the local court.
